【摘要】 推进农村改革发展,是我国改革开放的关键之战。农业要发展,农村要兴旺,农民要富裕,土地是核心。在确定土地所有权问题时,我国农村遇到了诸如《土地房产所有证》的合法性、农民宅基地的妥善处理、大量旧宅基转换用途等问题。在新农村建设中,政府的良好愿景与农民实际生活需求之间产生了种种矛盾,等等。本文在实地调查的基础上,对我国新农村建设过程中的一些问题有针对性地进行详细剖析,提出解决问题的方法,认为既要高瞻远瞩又要脚踏实地,是成功地推进农村改革发展的一个必要条件。
